Below is the text of an e-mail Shirley Hoy sent out to city staff announcing her resignation.
I am writing to let you know that I have provided notice to the Mayor and Council that I will leave the position of City Manager effective October 6, 2008.
Since becoming City Manager in June of 2001, I have had the opportunity to meet many of you and see first hand the enormous impact our work as Toronto public servants has had on the quality of life in our city. I wish to thank each of you for your hard work and contribution to the continued success of the city. Our accomplishments have not been achieved without great challenge. The Toronto Public Service has continued to maintain high quality services during times when the budgets to do so were frozen or reduced. This work has been done by introducing the innovation and efficiency measures that have won awards and made Toronto the first place others come to look for municipal best practices.
The last several years have seen significant change and the creation of great opportunity. Amalgamation brought many changes to our individual organizations but also brought the very best of staff together to serve in the new City. The implementation of the City of Toronto Act gave the City of Toronto the powers and accountabilities that the largest municipal government in Canada requires. The Mayor and Councils priorities will continue to be implemented and the work that has been done to date to put the City of Toronto on a stronger financial footing will help to ensure the important work we do continues.
A news release with this announcement will follow shortly. In addition, the Mayor will be sending an e-mail to all staff this morning regarding the appointment of the next City Manager.
In all that I have seen over the years as City Manager, I will always be most proud of the tireless dedication staff have demonstrated in the delivery of quality public services and the commitment you have shown to the values of the Toronto Public Service. Service, Stewardship and Commitment are much more than just words to an organization of our size. Through your work, you have always demonstrated that our values have true meaning each and every day.
Thank you again for your hard work and dedication to the people we serve.
